A number of factors. Ethnic groups, gender, age groups all support one party over the other. For example, McCain will win the vets and senior vote, Obama the youth vote, Obama will win Hispanics, McCain whites, etc. Then ususally the bases of the party are about eqwual and then it comes down to how the independents vote.
I think it's because 40% of the population always votes Democrat and another 40% always votes Republican. So, it's really only 20% of the population that is up for grabs. Even if one candidate gets a whopping 70% of those folks, that would still only give them a 54% - 46% victory, in the popular vote which is about as big as the margin can ever get.
The people at the top tell the local districts how many votes they need and that is how many votes they come up with.
Funny how that happens.
