Can you help me figure out an electrical problem?

I'm looking at buying a scooter, and I've been offered a 2004 Honda Metro with an electrical problem. The guy who owns it says he knows that the battery is good, but none of the electrical system is getting power. Can anybody help me figure out why this is? I'd like to know how difficult/expensive this would be to fix.Can you help me figure out an electrical problem?
My first question would be, how does he know the battery is good? What test did he perform or is his statement based on assumption? This could be a simple fix or it could mirror the 12 labors of Hercules. Might be cheap or cost a mint. You see without any testing or result stated it would all be a Wild guess. Are you experienced with electrical test equipment? Test lamp? VOM? load tester? Do you know what this stuff is? I have doubts that you are going to resolve this over the internets and without on site help.Can you help me figure out an electrical problem?
be careful on that one, I believe that the metropolitan is pretty advanced for a scooter due to the design of the charging system, it is unique due to the fact that it does not have a automotive style starter. The stator if you will, both charges the battery and starts the scooter. If you are forced to buy a new computer which controls everything including the fuel pump. It could be expensive. I would want to do some diagnostics on it if it is not in running condition.
OOps i sort of gave worng answer on other link i thought thia was a car i was listed on car ? page. but i can help here 2 1st check batt 4 yourself then sta following wires from battt to solenoid checking for pwr do same 4 grnd with a continuity tester make sure all tight and clean also check all fuses yourself mini fuses and maxi fuses
Starting with the most likely to the least likely, burned out main fuse, corroded battery terminals, corroded wire connectors immediately past the starter solenoid, corroded connection at the ground strap, burned up wiring harness (very evident visually with melted wires).
