Can you help me figure out what's wrong with my boyfriends chest?

My boyfriend is a hairy guy and has a hairy chest. In the last week or so, he's developed what looks like really bad ingrown hairs all over his chest but he does not shave his chest. What could this be, and how do we get rid of it.

We have not changed any soaps, shampoos etc. He wants me to add that he DOES shower daily lol.Can you help me figure out what's wrong with my boyfriends chest?
Hormone imbalances (an example only but there are some hormone imbalances that can affect men) can be a cause for this.
