Record companies are now fining people for illegal downloads. How do they figure out who has been doing it?

I am just wondering what technology they are using. Do they use trackers on torrent files? Why are certain people singled-out and others not? Just curious.Record companies are now fining people for illegal downloads. How do they figure out who has been doing it?
P2P networks like LimeWire usually have sources, right? I guess they would download the file, track it back to the source (where the IP is). From their IP they could get their address, name, and a whole bunch of other stuff.
